Hurricane Hub: Repair Procedure & Resources
In the wake of Hurricane Ida that hit August 29, 2021, much of Southeastern Louisiana and all of Hammond was devastated by hurricane-force winds and rain damaging houses, businesses, and infrastructure. Reopening, repairing, and rebuilding will be a long process as material, electricity, and accessibility to services start to become available. As a member of the Hammond Historic District, we want to ensure that none of our property owners or property tenants feel abandoned or weighed down during this time. We as the Historic District Commission and Office are business owners and residents of downtown Hammond and have all felt the same loss as the District we oversee that has not been felt since Katrina. Therefore, as efforts are made to secure buildings, we would like to encourage compliance with the HHDC Guidelines but understand that flexibility will be needed by all.
It is important that steps are taken to secure buildings by tarping, covering, and boarding locations that will cause further damage if left exposed. To help streamline the HHDC Process, we are expanding the list of items that can be approved In-Office (Same Day) and what needs to go before the Commission. Historic District Properties are still required to submit an application with proper material documentation and owner signature if possible.
The following are repairs that CAN BE APPROVED IN-OFFICE with proper submission of the application and materials:
Roof Coating – TPO
In-Kind Window, Door, In-Kind Awning, In-Kind Lights, In-Kind trees, and signage replacement
Emergency Action (Collapse, roof removed, awning removal)
Temporary: Boarding up of Windows, and use of hanging signage banners
The following items MUST BE APPROVED BY THE COMMISSION AT A MONTHLY MEETING:
Any repointing or brick work
The resecuring of awnings
Any full roof repairs and replacements
Reframing and reconfiguring decks, porches, windows
Any demolition or partial collapses
We understand navigating repairs can be stressful, but we are here to help each other through the process. The Historic District and the City of Hammond are here to answer any questions regarding repairs, the HHDC, and are working to ensure Hammond’s recovery. Applications can be submitted through the Permit Office located at 219 E Robert St or emailed to historicdistrict@hammond.org or Diebold_HL@hammond.org.
